Carl Anderson discovered a new one. He was working with a cloud chamber, a forerunner to a bubble chamber.
We will illustrate Andersen's discovery by considering some bubble chamber interactions. The bubble chamber is essentially a "tub" of superheated liquid hydrogen. The hydrogen is not only the detector, but its protons form a target for an incoming beam of particles. When a charged object goes through the superheated hydrogen, it leaves behind a track of bubbles; for a cloud chamber, such as used by Anderson, the track of a charged particle similarly leaves behind a string of cloud droplets. In the bubble chamber experiments below, the proton targets of the hydrogen are being bombarded with a beam of high energy negatively charge pi mesons; these objects were, of course, unknown to Anderson in 1932.
The above shows a bubble chamber photograph. A number of negatively charged pi mesons enters from the bottom; these are the beam particles, and have a momentum of 1.20 Gev/c. The mesons are moving at 99.331% of the speed of light.
One of the beam particles interacts with a proton to form a neutral lambda and a neutral K; both of these leave no track in the bubble chamber since they have no electric charge. Both of these neutral particles then decay into charged particles, which do leave tracks in the chamber. The group is already under fire for using government funds to support groups with alleged ties to terrorism–and, as FrumForum revealed, for possibly directing taxpayer money to underwriting the infamous Durban II conference. The Montreal-based organization has maintained an office in Geneva ostensibly to raise Canada’s profile internationally: In October, Rights and Democracy President Rémy Beauregard was asked in a Parliamentary hearing whether “Canada [was] getting the credit” for its offices overseas. Member of Parliament Kevin Sorenson asked Beauregard whether “there [was] a flag and a Rights and Democracy sign on the wall so [others] know we have a presence.” Beauregard assured the committee that there was.
However, a FrumForum source in Geneva went by the office this week during normal business hours, and reports that the office – which one board member estimates costs taxpayers up to $150,000 annually – is closed. The organization’s name isn’t even on the signage outside. Nor was there any indication of the Rights and Democracy office from inside the building. Numerous phone calls to the office at varying times over the last three weeks have not been answered. Even had it been open, it is unclear precisely why Rights and Democracy needs a Geneva office, especially since the Canadian government has a permanent mission in Geneva as well. Yet it appears that board has been systematically insulated from the workings of the European office. Under Swiss law, Rights and Democracy needed to form an NGO in order to operate in Geneva. A list obtained from Rights and Democracy spokesman Charles Vallerand reveals that the board of the Swiss NGO doesn’t contain a single Rights and Democracy board member. This contradicts testimony of Rights and Democracy Director Razmik Panossian, who said before a Parliamentary hearing in October that “the board of directors Rights and Democracy Switzerland is entirely made up of either [sic] the board of directors of Rights and Democracy here, and the senior staff.” However, a Rights and Democracy board member told FrumForum that two board members were headed to Geneva on private business in the last year and wanted to stop by the office to speak to the Director, but their requests were turned down by former group president President Rémy Beauregard. Meanwhile, the organization has just signed a lease to pay $3,000 CAD a month for an apartment just across the border in France–to lodge its one Geneva staff member. “That’s really unusual for one person,” said one of FrumForum’s Geneva-based sources. “I’ve never met anyone with even a two-person apartment for $3,000 a month. That would be obscene.” A quick look at the local housing market shows that this figure could net an opulent apartment in downtown Geneva on the waterfront – in the area where the Rights and Democracy apartment is located, it pays for a five room luxury suite. While Rights and Democracy squanders taxpayer funds in Geneva, the real work of promoting democracy and human rights suffers. The Montreal Gazette reports that one of their reporters had to lend $600 to a Rights and Democracy staffer in Haiti for food and water. Questions abound as to whether Rights and Democracy might be hiding something more scandalous in its Geneva operations, and whether a full financial audit of the organization can ever be entirely completed, given the mysterious loss of data , also reported by FrumForum. One thing is sure – Rights and Democracy is not engaged in private philanthropy. It’s funded by taxpayers and public money, and that demands accountability. When will Canadians get a full audit of the group’s activities in Europe and elsewhere? Update, 11:35 PM: FrumForum has learned that Cynthia Gervais, the European Director for Rights and Democracy, had quietly resigned in mid-December, which could explain why the office was closed. However, one board member tells FrumForum that, almost immediately after resigning, Gervais was hired back on as a consultant to accompany Rights and Democracy Deputy Director France-Isabelle Langlois to Geneva in order to staff the Geneva office. While many would agree that one of the most universal and significant tools for the transfer of knowledge is writing (of many kinds), argument over the usefulness of the written word exists however, with some scholars skeptical of its impact on societies. In his collection of essays Technopoly Neil Postman demonstrates the argument against the use of writing through an excerpt from Plato's work Phaedrus (Postman, Neil (1992) Technopoly, Vintage, New York, pp 73). In this excerpt the scholar Socrates recounts the story of Thamus, the Egyptian king and Theuth the inventor of the written word. In this story, Theuth presents his new invention "writing" to King Thamus, telling Thamus that his new invention "will improve both the wisdom and memory of the Egyptians" (Postman, Neil (1992) Technopoly, Vintage, New York, pp 74). King Thamus is skeptical of this new invention and rejects it as a tool of recollection rather than retained knowledge. He argues that the written word will infect the Egyptian people with fake knowledge as they will be able to attain facts and stories from an external source and will no longer be forced to mentally retain large quantities of knowledge themselves (Postman, Neil (1992) Technopoly, Vintage, New York ,pp 74).
Andrew Robinson also highlights, in his work The Origins of Writing, the possibility for writing to be used to spread false information and there for the ability of the written word to decrease social knowledge (Robinson, Andrew (2003) The Origins of Writing in Crowley and Heyer (eds) Communication in History: Technology, Culture, Society, Boston pp 34). People are often internalizing new information which they perceive to be knowledge but are in reality fill their minds with false knowledge.

Most real problems have to be solved by taking advantage of a partial understanding.As for the problem context and problem data. That is very different from the typical simple maths problems one might solve at school, where all data is given and one has a perfect understanding of formulas necessary to solve them.I disagree.

Dr. Paul A. Bernhardt, a senior research physicist in the Plasma Physics Division at the Naval Research Laboratory, has been elected as Fellow of the Institute for Electrical and Electronics Engineers (IEEE). The position recognizes Dr. Bernhardt for his contributions to artificial modification of space plasmas with high power radio waves. He is a member of the Nuclear and Plasma Science Society (NPSS) of the IEEE.
Dr. Bernhardt received his B.S. degree in electrical engineering from the University of California at Santa Barbara in 1971; his Masters degree in 1972 and Ph.D. in 1976, also in electrical engineering, from Stanford University. He was a design engineer at the Naval Missile Center, Pt. Mugu, California, from 1971 to 1973. Dr. Bernhardt held the positions of post doctorate research affiliate, research associate, and senior research associate at Stanford University from 1976 to 1980. Starting in 1981, he was a member of the technical staff of the Los Alamos National Laboratory. Dr. Bernhardt joined NRL in 1987 as a research physicist in the Plasma Physics Division. He was promoted to his current position as senior research physicist in 1990. Dr. Bernhardt's research interests have been primarily in the areas of ionospheric modification with high power radio waves and chemical releases and satellite based radio-beacon sensing of space plasmas.
Dr. Bernhardt used the high-power HF facility near Arecibo, Puerto Rico, and Nizhny Novgorod, Russia, from 1985 to 1999, to record the first CCD images of artificial aurora at mid latitudes. These images illuminated natural and artificial irregularities in the ionosphere. He served on the Arecibo Users and Science Advisory Council from 1992 to 1994. Dr. Bernhardt is currently sponsored for ionospheric modification research by the High Frequency Active Auroral Research Program (HAARP) in Alaska.
Dr. Bernhardt has pioneered the use of chemical releases to study the ionosphere. His ionospheric modification experiments have been monitored with Incoherent Scatter Radar (ISR) systems around the world and with in situ plasma probes provided by NRL's Plasma Physics Division. The 1992 NRL Ionospheric Focused Heating (IFH) experiment, combined chemical release and high-power radio wave technology to produce the highest level of plasma turbulence ever measured with the Arecibo ISR. The Coherent Electromagnetic Radio Tomography (CERTO) and Computerized Ionospheric Tomography Receiver in Space (CITRIS) programs were started at NRL by Dr. Bernhardt to provide global, satellite-based sensors of ionospheric space weather. In the next four years, ten CERTO beacons and one CITRIS receiver are scheduled to be launched on low-earth-orbit (LEO) satellites that will monitor both integrated electron densities and plasma irregularities. The data from these sensors will provide "now-casting" for navigation and communications system outages caused by the ionosphere with one-hundred times better resolution than are provided by GPS radio signals. The CERTO and CITRIS programs are supported by the Plasma Physics Division and NRL's Naval Center for Space Technology.
Dr. Bernhardt has published over 100 papers in ionospheric and space physics. He holds patents for hyper-spectral imaging and radio beacon design. He is a Fellow of the American Physical Society (APS) and is a member of the American Geophysical Union (AGU). For AGU, Dr. Bernhardt has been an associate editor of the Journal of Geophysical Research (JGR) and the journal Radio Science as well as a member of the AGU Books Board Editor. He is also a member of the International Union of Radio Science (URSI) where he was Chairman of the US Commission on Waves in Plasmas from 1994-1997. Dr. Bernhardt is currently member-at-large of US National Commission of URSI.
